Brown, who represents parts of Anne Arundel and Prince George's counties in Maryland's 4th District, has had to explain his stance on the inauguration several times before, as part of the town halls he's started to hold for constituents.

The goal, he said, is to hold one event in Anne Arundel County for every three he schedules in Prince George's, a ratio that echoes the roughly 25 percent of his district that lies in Anne Arundel.

"The biggest surprise for me was the institutional discouragement of bipartisan cooperation," he said. "We've got to crack that."

The congressman has so far introduced four bills in the House, including one that would require the president to offer just cause for firing the director of the FBI.

Brown acknowledged the bill, which was introduced in reaction to Trump's firing of FBI Director James Comey, stands little chance of finding bipartisan support in Congress, which is controlled by Republicans in both chambers.

He has higher hopes for a bill that seeks to bar convicted stalkers and those under temporary restraining orders from buying guns. Brown, whose cousin was killed by her estranged boyfriend nearly a decade ago, helped pass a similar measure in Maryland as a delegate.

Though any legislation that involves restricting gun rights runs the risk of becoming quickly polarized, Brown said he had a list of several Republicans who might see the bill as a law enforcement protection measure.

Those potential allies "are very supportive of law enforcement and understand that when law enforcement responds to a <a href="http://www.officialvikingssale.com/shop-by-players-marcus-sherels-jersey-c-2_31.html"> Marcus Sherels Womens Jersey</a> domestic violence call, it's probably one of the most dangerous calls they have to respond to," he said.

Of Brown's other two proposals, one would reduce the mortgage insurance premium rate and the second would offer a research and development tax credit for manufacturers.

He's also had a chance to meet with Trump, as part of a meeting between the president and the Congressional Black Caucus.

Locally, he said he's working with the Maryland delegation to find a solution for concerns about the Next Generation Air Transportation System, which has drawn complaints from local residents disturbed by noise from low-flying planes since it was implemented in 2014.

Brown said he hopes to avoid following in the footsteps of jurisdictions like Phoenix, Arizona, and Newport Beach, California, which have sued the Federal Aviation Administration over the new system.

"I think there is a solution that can be found; compromises that can be reached," he said.

Brown said he's also been in contact with County Executive Steve Schuh about a potential agreement with the federal government that would allow U.S. Immigration and Customs Enforcement to house undocumented immigrants awaiting trial in county jail.

While he said he's "not a fan of bringing resources of Immigration and Customs Enforcement into Anne Arundel County anywhere," Brown said Schuh had assured him the agreement would only concern the detention system, and not policing practices.

"I'm comfortable with that at this point," he said, "but if this thing looks like it's going to spill over into the community by grant money or other training and resources, or for the beat cop to take on these activities, I certainly would look to up my opposition, though it's an uphill battle, because he's got a president who's embracing <a href="http://www.authenticdolphinsjerseys.com/shop-by-players-kenyan-drake-jersey-c-1_30.html">Kenyan Drake Jersey</a> this type of activity."

Though he's been in office for less than a year, the 2018 election already seems to be fast approaching. Thereasa Black, a U.S. Naval reservist, recently launched a campaign as a Democratic candidate for Brown's seat.

"This weekend I got my first challenger," he said, but quickly added that he hasn't filed for re-election yet. "Technically, I'm not yet a candidate."

 

 

FRISCO, Texas -- Now, Orlando Scandrick can say it. He wasn't himself last year. His surgically repaired right knee was sound, but he wasn't.

But in the back of his mind, he knew everything wasn't right.

"Just from a cerebral aspect, it's just different," Scandrick said. "I'm more confident. I'm calm. I'm back to who I was. I ain't sitting here thinking, 'Man, I've got to fight through this,' [or], 'Man, what if this happens?' I'm back to who I was. The mental aspect of it is a part that takes longer just because you've got to trust yourself. And I'm very comfortable with people around my feet. I'm very comfortable making all the movements I need to make."

Who Scandrick was before the injury was the co-MVP of the Dallas Cowboys' defense in 2014. He missed two games because of a suspension but he was credited by the coaches with 54 tackles, a sack, two tackles for loss, 11 pass breakups and two interceptions, tying his career high.

When Scandrick met the young corners for the first time, he said he would help, "but I'm not going to give anybody my job."

"Of course when they bring in new people it gives you motivation, but I don't look at it as that," Scandrick said. "I look at it as I'm going to do things the way I do them, which is the right way, and those guys can pick up something from me as I did from Terence Newman or Anthony Henry or Pacman Jones to help their career. But the time is now and my time is now and I ain't looking over my shoulder what's going to happen. I'm just going out every day trying to get better."

Scandrick has not missed a day of the offseason program. He has lined up with the first-team defense at right cornerback and moved into the slot as the nickel corner in the sub packages through organized team activities and the first day of mandatory minicamp.

"You can see he's getting back to his speed, his movement," defensive coordinator Rod Marinelli said. "He's getting better. That's not who he was last year. It wasn't just the knee. He was bothered by a hamstring injury from training camp into the regular season and missed four games. He also had a foot injury that limited him and kept him out of the starting lineup in the base defense.

In his first seven seasons he missed just seven games because of injury. In his last two seasons, he has missed 20 of 32 games.

Scandrick is signed through next season, but he turned 30 in February. He has been around long enough to know how things work.

"This is the only place I know," Scandrick said. "I've never been in another locker room. I don't want to go in another locker room. I want to finish this thing out here and win a championship. But the first goal of mine is to get myself in tip-top shape and do whatever it takes. Golson lost his rookie season to a shoulder injury and 2016 to a Lisfranc injury suffered on Day 4 of training camp.

Lake went on to explain that Golson really has to make the team on "two levels," being defense and special teams.

A different level of motivation. The way Vaccaro tells it, most would have trouble keeping up with him.

“We’ll do a workout, and then I’ll hit an extra workout with him, and then he’ll go run on the hill like he’s Jerry Rice, Bo Jackson-style behind the facility,” the Saints safety said of Breaux. “It’s crazy the way he’s working. It’s unmatched. It’s up there with the way (Adrian Peterson) works.”

Breaux heard the talk this offseason. It never made sense, but it was out there. When the Saints showed interest in Patriots cornerback Malcolm Butler, many fans on Twitter seemed to forget Breaux was already on the team. They claimed the Saints didn’t have any good cornerbacks and questioned which member of the secondary could match up with the bigger receivers in the NFC South.

Breaux would be lying if said he didn’t see it. He might not want to show it, but it put a chip on his shoulder. He knows what kind of player he can be when healthy. Last year wasn’t his year, but now he’s on the comeback trail and wants to prove that he’s still the same player he was in 2015.

And here’s a question sent to a reporter from a fan earlier this offseason:

“ok fine. Is (Breaux) really a #1 CB?”

Breaux saw it. He fired back.

“I know I am a #1 corner on any team…”

Just Twitter talk? Ask Breaux about it in person. The same confidence shows up.

“I see that. I try not to pay attention to it,” Breaux said. “At the end of the day, they’re going to see on Sundays.”

Maybe the fans should be forgiven for their short memories. Breaux was only healthy for about the first half of the season opener against the Oakland Raiders before he broke his fibula. He eventually came back and appeared in six games, but he never seemed to get all the way back. It was, for the most part, a lost year given the expectations he carried with him into the season.

But 2015 shouldn’t be forgotten. It wasn’t that long ago when many people here expected Breaux to develop into one of the better cornerbacks in the NFL. By the end of the season, the rest of the league was starting to take notice and shared similar expectations.

It pops off the screen, and yet there was also room for growth. The Giants beat him twice on pick plays, and Jacksonville got him on one later in the season. Certainly, Breaux could fix the issue by being more physical at the line when he recognizes the play or by calling for a switch. It’s fixable. He also lost a ball in the lights against Tampa Bay for a 54-yard reception and gave up catches of 87 and 46 yards after falling while in coverage of Indianapolis’ T.Y. Hilton.

Those were the only hiccups. Overall, Breaux was directly responsible for 37 receptions on 78 targets (47.4 percent) for 557 yards. He was by far the best cornerback New Orleans had that season, and 187 of those yards came on three freak plays.

And as far as who will cover the big receivers within the division, the answer is, as it was before, Breaux. Just go back to an October game against the Falcons during his rookie year. The cornerback matched up with Atlanta’s Julio Jones on 34 plays. Jones caught two passes for 9 yards with Breaux in coverage. Sure, the receiver was listed with an ankle injury that week, but he looked fine racking up four catches for 84 yards against New Orleans’ other corners.

Can Breaux return to that level? He thinks so – and then some.

“My confidence level is at an <a href="http://www.cheappatriotssale.com/shop-by-players-eric-rowe-jersey-c-1_21.html">Eric Rowe Jersey</a> all-time high,” Breaux said. “I worked my behind off this offseason. It’s time to be that Pro Bowl or All-Pro-type guy. I’ve just been working, man.”

There’s a hill to climb for Breaux to get to that level. The potential is there. He just needs to find a way to get to the top. That’s when people will remember and forget they ever carried doubts.
